ARTICLE II
DISTRICT APOSTLE OF THE CHURCH
Section 1. IN GENERAL AND APPOINTMENT. The District Apostle shall be ordained and given his ecclesiastical ministry in accordance with NACI's Statutes. The District Apostle shall be responsible for, and have ecclesiastical authority over all of the Districts comprising the Church, accountable to the Chief Apostle. The District Apostle shall hold the title of President of the Church and shall be it Chief Executive Officer. Additionally, the District Apostle shall be the presiding member of the Board of Trustees and the National Synod and shall conduct their respective meetings. As President and Chief Executive Officer of the Church, he shall direct all business and financial matters of the Church, and shall control the administration of the Church. Subject to the provisions of the Constitution and these bylaws, the District Apostle is authorized at any time to delegate, in part, his temporal responsibilities and authority to other persons and is authroized to delegate his ecclesiastic responsibilities and authority in accordance with the worldwide teachings of New Apostolic faith, as promulgated by NACI and the Chief Apostle. The District Apostle shall have responsibility for and ultimate authority over all of the separate Districts or other divisions of the Church.
Section 2. REPLACEMENT. In the event that the District Apostle dies, resigns, or is unable, because of permanent incapacity, to perform his designated functions, his successor shall be appointed in accordance with NACI's Statutes. The newly appointed District Apostle shall then undertake all functions and shall have all of the authority of the former District Apostle.
Section 3. DUTIES AND RESPONSIBILITIES. The District Apostle shall hold the title of President of the Church and shall be its Chief Executive Officer. He shall direct all business and financial matters of the Church, control the administration of the the Church, see that the directives of the Chief Apostle are carried into effect except in those instances in which that responsibility is assigned to some other person by the Chief Apostle, and, in general, he shall discharge all duties incident to the office of District Apostle and President and such other duties as may be prescribed by these bylaws or the Constitution. He shall preside at all meetings of the members of the Board of Trustees and the National Synod. Except in those instances in which the authority to execute is expressly delegated to anotehr officer or agent of the Church or a different mode of execution is expressly presecribed by the District Apostle, these bylaws, or the Constitution, as President of the Church District Apostle may execute any contracts, deeds, mortgages, bonds, or other instruments to be executed, and he may accomplish such execution either under or without the seal of the Church and with or without another person holding the officer of Vice President, Secretary, Treasurer, Assistant Secretary or Assistant Treasurer, or any other officer thereunto authorized by the District Apostle according to the requirements of the form of the instrument. The District Apostle shall have control over all funds and securities for the Church. The District Apostle shall have the authority to delegate the custody and distribution of the assets of the Church to the Treasurer. He may vote all securities which the Church is entitled to vote except as and to the extent such authority shall be vested in a different officer or agent of the Church by the District Apostle.

RELIGIOUS OFFICIALS
1. The ecclesiastical appointment and ordination of a District Apostle, Apostle or Bishop shall be effected by the Chief Apostle or a District Apostle or Apostle commissioned for such purpose by the Chief Apostle....

Neither the Constitution or Bylaws state that the District Apostle will be selected by or appointed by the Chief Apostle or NACI (except if the DA dies, resigns, or becomes incapacitated.)
